Arthur W. Ospelt December 18, 2012 Arthur W. Ospelt,79. of Pennellville passed away peacefully Tuesday at University Hospital after a battle with cancer. Art was born in Syracuse and resided most of his life in Pennellville. He served in the US Army from 1956-1957 and was a graduate of Canton A&T University. He served as Schroeppel Town Supervisor from 1970 to 1990. Art was named Oswego County Director of Public Works until 1990 when he appointed Oswego County Administrator. He retired in 1996 and then was re-elected to the County legislature in 2000 and was still serving the 12th district. He was a lifelong communicant of St. Stephen's Church, Phoneix Art was a member of the NYS Draft Horse Club, NYS Percheron Association, North Country Draft Horse Club. He also was a member of the Arion Singing Society and Stein Club. Art is survived by his wife of 56 years former Marianne Noldan, two sons Arthur (Sue) Ospelt, of Binghamton, Kurt Ospelt, of Pennellville, a sister Rosemary (William) Hess, of Syracuse, four grandchildren, two great grandchildren. Mass of Christian Burial 10:00am Friday in St. Stephen's Church, Phoenix, Burial in Pennellville Cemetery. Calling are Thursday 3-7 pm at St. Stephens' Church 469 Main St. Phoenix.
